The home county scored six tries through lock Andy Milburn, hooker Tristan Nicholas, winger Andy Noyce, centre Matt Goode and replacements Tom Johnson and Martin Nutt, who scored a spectacular effort from 70 metres.
Noyce added ten points from the boot as Oxon came from 11-5 down to dominate the last hour.
Their second and final group game will be against Dorset & Wilts at Swanage & Wareham on Saturday, May 10.
